This issue is part of a multiyear research project on the internationalization of Catholic higher education, funded by the Luksic foundation and coordinated jointly by 涩里番下载 and Pontificia Universidad Cat贸lica de Chile, which has already resulted in the publication of a previous聽CIHE Perspectives聽(Bernasconi, de Wit & V茅liz Calder贸n, 2016) and a book (de Wit, Bernasconi, Car, Hunter, James & V茅liz, 2018). This report by Jean Baptiste Diatta, doctoral student at 涩里番下载, is the final CIHE publication under the Luksic grant.

CIHE Perspectives No. 12 covers the results of a study that CIHE conducted for the World Bank on National Tertiary Education Internationalization Strategies and Plans.
This issue is the second report commissioned by the World Bank. CIHE Perspectives 12, the World Bank and CIHE envisioned another mapping opportunity, in this case to gauge the scope of National Tertiary Education Internationalization Strategies and Plans (NTEISPs) in several countries.

The Center brings an international consciousness to the analysis of higher education. We believe that an international perspective will contribute to enlightened policy and practice. To serve this goal, the Center produces聽International Higher Education聽(a quarterly publication), books, and other publications; sponsors conferences; and welcomes visiting scholars. We have a special concern for academic institutions in the Jesuit tradition worldwide and, more broadly, with Catholic universities.

"Language of Instruction in Higher Education: National Policies and the Role of English"
This report specifically showcases research undertaken by Xinyan (Sissi) Liu, a student in CIHE鈥檚 Master of Arts program in International Higher Ed- ucation. This program requires that all students participate in a course titled 鈥淔ield Experience in International Higher Education.鈥 The course pro- vides a framework for a 鈥榬eal world鈥 experience for students interested in international dimensions of higher education, in conjunction with an in-depth research project. This combination of practical ex- perience with research is designed to give students an appreciation for the ways that the daily work of different kinds of organizations, such as the IAU, may be framed by questions and concerns that re- quire the ability to undertake a signi cant explora- tion of information and ideas in order to inform policy and practice.

This report, The 涩里番下载 Center for International Higher Education, Year in Review, 2017鈥2018 (CIHE Perspectives No. 9) provides not only an overview of our activities over the academic year, but also offers a collection of articles鈥攐riginal or recently published鈥攆rom our graduate students, our research fellows, and our visiting scholars, as well as founding director Philip Altbach, associate director Laura Rumbley, and myself. We are proud of the many products we have created and the results accomplished over the year, and this report illustrates our accomplishments well. It is also gratifying to note the impact that CIHE has had in various quarters. For example, Philip Altbach was the recipient this year of an honorary doctoral degree from Symbiosis University in India. Recognition of his lifetime of contributions to the field of international higher education reminds us of what the Center is all about鈥攁dvancing our understanding and doing so in ways that are critically constructive, innovative, and collaborative.

"Liberal Arts & Sciences Innovation in China: Six Recommendations to Shape the Future"
This issue is a collaboration between CIHE and Duke Kunshan University (DKU), a joint venture of Duke University and Wuhan University. It is written by Kara Godwin, CIHE Research Fellow, and Noah Pickus, Dean of Undergraduate Curricular Affairs and Faculty Development at Duke Kunshan University and Associate Provost at Duke University.
This Perspective addresses the obstacles and opportunities for innovative liberal arts and sciences initiatives in China by providing six key recommendations for the future. It builds on a meeting from June 2017 when twenty-six university leaders and scholars met at DKU to assess the significant growth in new liberal arts and sciences practices that are emerging as key factors in China鈥檚 educational landscape. An appendix also includes four background papers from that meeting.听

"State of Play: Higher Education Management Training Schemes in the Field of Development Cooperation"
Many organizations around the world engage in training aimed at professionalizing聽higher education management and leadership, specifically in relation to development cooperation efforts. The German Academic Exchange Service (DAAD) and the German Rectors' Conference (HRK) are active in this area and commissioned the present background study to gain insight into the state of play with regard to such training schemes across the globe.
Conducted by the 涩里番下载 Center for International Higher Education, this study aims to provide an overall picture of the different actors and programs currently in evidence, and to identify future directions and evolving aspects of this work. Ultimately, an enhanced understanding of the many organizations involved in the design and delivery of such schemes, and of their varied approaches, may enable the exchange of experience and good practice among relevant actors worldwide.听

This issue is written by CIHE Research Fellow Elena Denisova-Schmidt, lecturer at the University of St. Gallen (Switzerland), who is taking care of the Higher Education Corruption Monitor (HECM) of CIHE. This Perspectives addresses the issue of ethics and values in international higher education, an increasing concern in an area of massification, privatization and globalization in higher education.

The fourth edition of CIHE Perspectives, produced by the 涩里番下载 Center for International Higher Education, presents a selection of articles that have been published in聽The World View聽since 2010 and is designed to celebrate the work done to date. In constructing this publication, 347 articles published as part of The World View were reviewed. This revision resulted in a thematic analysis of the contents published by the blog, which is also included as part of the Perspectives issue. The hope of the authors of this CIHE Perspectives issue is that this exercise may reveal broader trends in higher education that will serve as a source of inspiration and further debate on the state of higher education globally.

Catholic Universities: Identity and Internationalization, A Pilot Project聽

The third issue of CIHE Perspectives is more extensive than the previous two, as it brings together three case studies in the context of a pilot project for a larger study鈥斺淐atholic Universities: Identity and Internationalization鈥濃 undertaken by the Center for Research on Educational Policy and Practice (CEPPE) of the Pontificia Universidad Cat贸lica de Chile (PUC) and CIHE.听This project鈥攚hich also involves the Center for Higher Education Internationalisation (CHEI) at the Universit脿 Cattolica del Sacro Cuore (UCSC) in Milan, Italy鈥攈as been made possible by a start-up grant from the Luksic Fund, created to stimulate cooperation between the PUC de Chile and 涩里番下载. It is anticipated that this pilot study will result in a more extensive study, including several other case studies in different parts of the world.

Global Dimensions of the 涩里番下载 Lynch School of Education and Human Development: Analysis of a Faculty Survey聽

The internationalization of schools of education around the world has been identified as a particularly difficult challenge, as teacher education is primarily concerned with national qualification while educating globally competent teachers is essential to pass such a mindset on to future generations. This report takes a deep look into the internationalization of the 涩里番下载 Lynch School of Education and Human Development (Lynch School) through the eyes and work of its faculty, at a time when Lynch School and 涩里番下载 are designing new internationalization strategies. This study analyses a survey of international activities of Lynch School faculty and couples these results with a SWOT analysis of the school. It provides recommendations for the further internationalization of Lynch School that could prove useful to other schools in their internationalization process.

Sage Advice: International Advisory Councils聽at Tertiary Education Institutions聽

International advisory councils (IAC) have been established by many tertiary education institutions (TEI) worldwide as a response to globalization and in an effort to obtain expert advice from prominent academics and university leaders. These councils assist TEIs with institutional self-evaluation, research foci, internationalization and global positioning, and many other strategic concerns. This paper reports on the findings of what we believe is a first-ever comparative examination of the IAC phenomenon. The study advances a typology of IACs, offers suggestions on how the activity of IACs can be improved, and provides useful considerations for the creation of new IAC structures. Given the increasing importance of IACs for university development in many different contexts,聽Sage Advice聽will be useful to tertiary education institutions planning to establish IACs or seeking new insights into the best ways to organize and make use of this valuable resource.
